Weight loss without exercise is physiologically achievable through dietary calorie deficit alone. Hall et al. (2019): reducing ultra-processed food reduced intake by 500 kcal/day ad libitum. Weigle 2005: high protein (30%) reduced intake by 440 kcal/day. NICE CG189: 0.5–1 kg/week is achievable without exercise. Exercise matters more for long-term weight maintenance than initial loss.
